          Innovation Pillar

          EU-Rail’s Innovation Pillar (IP) is tasked to deliver operational and technological solutions that contribute to a more efficient, flexible, and demand-led, yet safe and environmentally sustainable European railway system. The activities undertaken aim at large-scale demonstrations and they also cover technologies of all readiness levels as well as exploratory research.

          System Pillar

          The System Pillar provides governance, resource, and outputs to support a coherent and coordinated approach to the evolution of the rail system and the development of the system view.

          Deployment Group

          The Deployment Group advises the EU-Rail Governing Board on the market uptake of rail innovation developments and support their deployment. Its activities thus form a bridge between the research and innovation process and the coordinated implementation through recommendations for deployment in the rail system.

          Europe’s Rail Joint Undertaking (EU-Rail) is established by Council Regulation (EU) 2021/2085 of 19 November 2021. It is the new European partnership on rail research and innovation established under the Horizon Europe programme (2020-2027) and the universal successor of the Shift2Rail Joint Undertaking.

          Governing Board & General Assembly

          The Europe's Rail Governing Board oversees Europe's Rail Joint Undertaking, guiding strategy, budgets, and work plans. It includes the European Commission and rail industry stakeholders, aiming to innovate and integrate Europe's rail systems, boosting efficiency, sustainability, and alignment with EU Green Deal goals.

          States Representatives Group

          The Europe's Rail States Representatives Group advises the Europe's Rail Joint Undertaking. It comprises representatives from EU member states and associated countries, ensuring alignment of Europe's Rail activities with national policies, facilitating cooperation, and providing input on rail innovation, integration, and sustainable development across Europe.

          Scientific Steering Group

News

Europe’s Rail partnership, the successor to the current Shift2Rail Joint Undertaking, has been officially announced today by the European Commission as part of a proposal for the set-up of 10 new European Partnerships under the Horizon Europe programme. All the partnerships share the objective of achieving a climate neutral and digital Europe.

Europe’s Rail Joint Undertaking will build on the successful results of Shift2Rail’s work with its members and partners to speed up the development and deployment of innovative technologies. It will focus on digital innovation and automation to achieve the radical transformation of the rail system needed to deliver on the European Green Deal objectives. By improving competitiveness, it will support European technological leadership in rail.

Commenting on the new partnerships, Adina Vălean, Commissioner for Transport, said: “EU partnerships will have a central role to drive the twin green and digital transition for the mobility and transport sector.” She further highlighted that we need to develop and deploy cooperative, connected and automated mobility, and enable a more efficient and modern traffic management.”

Carlo Borghini, Executive Director of the Shift2Rail Joint Undertaking added: “The results achieved by Shift2Rail thanks to the commitment of its Members have paved the way for the Commission’s proposal on the new rail R&I partnership. It is a strong recognition of the work achieved so far and signals the major contribution expected from a transformed railway for sustainable and smart mobility. We look forward to this new challenge and to delivering on these high expectations under Europe’s Rail partnership!”

Together with the rail sector, Shift2Rail is supporting the Commission in taking concrete steps to make the work of the new rail R&I partnership a reality. The first meeting of Candidate Founding Members of the future Rail Research & Innovation European Partnership took place last month.

While we look forward to the next legal steps in the establishment of the new Joint Undertaking, our priority remains to deliver results and demonstrators to facilitate sustainable and smart mobility through a substantial digital transformation of rail. Recent examples include the great work done together with our members and partners on European Digital Automatic Couplers testing in Germany and Sweden, as well as ATO development in the United Kingdom and Switzerland.

The Council will now study the European Commission’s proposal and engage in consultation with the European Parliament and Economic and Social Committee to finalise it. The proposal for a Regulation, the Single Basic Act, establishing the new joint undertakings based on Article 187 of the Treaty on the Functioning of the European Union, is expected to be adopted during 2021.
